Inline Hockey Club Constitution

Preamble:hockey
This document defines the structure and organization of the Slippery Rock University InLine Hockey Club, hereafter referred to as the “SRUIHC”, and
the teams, committees, bodies, members, and organizations contained
within it.

Article I: Name
The official name of the SRUIHC, as referred to by Slippery Rock University
campus offices, University literature and merchandise, and club literature and merchandise, shall be the Slippery Rock University InLine Hockey Club. This organization will be administered through the Office of Campus recreation.

Article II: Purpose
The SRUIHC is established for the expressed purpose of promoting the
sport of InLine Hockey at Slippery Rock University and at-large by:
a.) Fostering participation from students and faculty,
b.) Organizing events, leagues, teams, and practices,
c.) Providing a means for intercollegiate competition.

The SRUIHC acknowledges the responsibilities and duties set forth by Slippery Rock University, the Office of Club Sports and Campus Recreation and the Office of Campus Recreation, and is committed to fulfilling its responsibilities by abiding by all University policies.

Article III: Membership
Section 1: Equal Opportunity Policy
Reflecting the policies set forth by the Slippery Rock University Student
Handbook, the SRUIHC shall not discriminate membership on the basis
of age, sex, martial status, race, handicaps, height, national origin,
religion, veteran status, or weight.

Section 2: Eligibility
Membership to the SRUIHC is available to all members of the Slippery Rock community: current students (undergraduate and graduate), faculty, and
staff. There is no fee associated with being a member of the SRUIHC. If a member of the SRUIHC decides to try out for the WPCIHL league, through the SRUIHC sanctioned committee there are fees and try-outs associated. Note than certain organizations, leagues, and teams may limit membership numbers and these limitations are beyond the scope of the SRUIHC.

Section 3: Recreational Membership
1.) A recreational membership in the SRUIHC will provide members with the opportunity to play pick-up- hockey at the Abersold Student Recreational Center (ARC) Gym ‘B’ as the ARC schedule allows. The members are not subject to dues or fees of any kind. These members will not be discriminated upon as outlined in Article III, Section 1.

Section 4: WPCIHL Membership
1.) The following requirements are necessary for the tile of an active WPCIHL membership with the SRUIHC:
a.) Payment in full of any and all financial obligations as forth by the SRUIHC and its club officers.
b.) Completion of any necessary forms, such as waivers and
insurance release forms.
c.) Attendance of a minimum of 60% of all club meetings
during a term.
d.) 100% attendance of pre-game team meetings.
e.) Active participation in organized team practices, games,
and other SRUIHC-sponsored events. Those members
found not fulfilling their duties to actively participate in
events risk losing WPCIHL membership rights and
privileges without refund of club dues through the means
of an executive board vote.
2.) WPCIHL members of the SRUIHC are afforded the following
rights and privileges:
a.) Fair participation in club organizations and activities in
an environment free of all unhealthy and abusive criticisms.
b.) Voting privileges in all club elections and issues brought
before the general membership for vote. Members must
be present to exercise their rights to vote.
c.) Eligibility to participate in tryouts for all intercollegiate teams.
3.) WPCIHL membership in the SRUIHC shall last a period of
one year and begins on the date in which all requirements of the WPCIHL
member were fulfilled.

Section 4: Ramifications of inadequate attendance
1.) Failure to comply to any of the listed terms in Article III, Section 4 can in some situations forfeit one’s privileges as an Active competing Member, temporarily or indefinitely, which may restrict one’s eligibility for participation in WPCIHL league games.
2.) Attendance that does not fulfill listed requirements will place all players guilty of inadequate attendance under a minimum suspension of the first period of playing, during the first game after a meeting where required attendance percentages were not met.
3.) If an Active competing member’s attendance does not fulfill required percentages by the next game, when no meeting in between has since occurred, that Active competing member will not have to forfeit the first period of play until another meeting has occurred; thus giving the Active competing member in question another opportunity to raise attendance percentages.

Article IV: Executive Board
Section 1: General Clauses
1.) All members of the executive board must be undergraduates.
2.) Executive board members are required to be present at each
SRUIHC meeting, unless otherwise cleared with the other three officers 72 hours prior to the scheduled meeting.
3.) Failure for an Executive board member to comply to Article IV, Section 1, may cause that Executive board member to be placed under review. The Executive board member in question may be replaced as described in Article V, Section 3.

Section 2: President
The President shall preside at all club meetings. The President will act as the liaison between the SRUIHC at all aspects of the University, including the Club Sports Department, and the Office of Student Activities. The president will maintain contact with league officials as well as other Presidents of other teams in the WPCHIL and abroad. The President reserves the right to appoint committee chairpersons and to present all motions to the general membership body at club meetings as well as
break ties in situations that require. The president will act as the tie-breaker in votes that require. The President has the right to delegate any of the tasks listed to another willing Executive board member.

Section 3: Vice President
The Vice President will oversee all aspects of InLine hockey events held by the SRUIHC, including intercollegiate play. The Vice President will preside at meetings and functions at which the President cannot attend. The Vice President will oversee all public relations, promotions of the SRUIH, and means by which to attract new members. The Vice President has the right to delegate any of the tasks listed to
another willing Executive board member.

Section 4: Treasurer
The Treasurer shall manage the collection of WPCIHL payment fees, the drafting of budgets, club financial accounts as provided by the Office of Student Activities, fundraising, sponsorship, and all other financial aspects of the club.

Section 5: Secretary
The Secretary will handle all club information, including current team
rosters, current contact sheets, and meeting minutes. The Secretary will also manage all outward public relations, including promoting and attracting new members and interacting with leagues and other organizations.

Article V: Club Operations
Section 1: Voting Eligibility
SRUIHC members fulfilling the requirements of an Active Membership
(Article III, Section 3) will be granted voting privileges.

Section 2: Elections
1.) Elections should be held, if possible, at the end of the regular season or during the playoffs each year.

2.) Active Members of the SRUIHC wishing to run for executive board positions shall make a small presentation about their plans and course of action if elected during a designated election meeting. All existing Executive board members who wish to run for re-election will be given the last presentation slot for their respective office they are running for.

3.) For a new (non Executive board member) candidate that is running for a currently void position to be elected, a majority vote is necessary to secure the desired Executive position. If a majority is not obtained the officers will appoint an Active competing member for that position.

4.) This election meeting will require attendance of all Active Members of the SRUIHC.

5.) After all parties have spoken, voting will then commence. All members present will proceed to raise their hand when their candidate’s name is called. Each Active Member will have one vote for every office position.

Section 3: Removal of Officers
Any executive board member or elected official, if found to be contradictory or in violation of the SRUIHC’s purpose, constitution, or by-
laws may be removed by one the following process:
1.) A written request by at least five active members of the SRUIHC,
approved by the president.
2.) Written notification to the officer of the request, asking the officer to be present at the next meeting and be prepared to speak.
3.) A two-thirds majority vote of the eligible voting members is necessary
to remove the officer. If removed, his office will be filled by executive
board appointment.
4.) A letter of resignation for the officer in question, which must signed by
the remaining 3 officers.

Section 4: Committees
Standing committees can be directly formed and dissolved at any time by the President. Furthermore, other club officers desiring a committee to be formed
must seek the approval of the President. Club members may request the
formation of a committee through petition at a club meeting.
1.) Upon approval of the formation of a committee, club officers will set
forth the duties and chairperson of the committee, as well as a date for
presentation of all conclusions reached by the committee.
2.) The President shall appoint an executive board member to advise any
committee through its chairperson.
3.) Conclusions reached by committees should be openly presented to club
members at a club meeting. Members may vote to enact by-laws based
on the committee’s conclusions and results.

Article VI: Meetings
There will be mandatory meetings held monthly where attendance will be taken. Absence from a meeting must be cleared in documentation by an Executive board member at least 72 hours prior to that meeting taking place. Failure to be present at these meetings will place that players eligibility under Article 3, Section 4. There will be practice during the week, according to the availability of GYM B in the ARC. Team dinners or pre-game meetings will be held at a designated location before every game, attendance is mandatory.

Article VII: Financing
1.)The SRUIHC is not currently receiving any funding.

Article VIII: Comities
1.)There will be one committee that will be run as a function of the SRUIHC using its board members to maintain contact with the WPCIHL.
2.)There are no other comities represented at this time.
3.)Any three of the four officers can appoint a new committee, and committee
leader, with a written letter signed by at lest 3 officers and the new committee
leader.

Article IX. Amendments
This Constitution is binding on all members of the Slippery Rock University InLine Hockey Club. However, it is not binding unto itself.
1.) Any active club member at any club meeting may present amendments to the club constitution in writing.
2.) Presented amendments shall be placed on the agenda for the following
club meeting following discussions, revisions, and finally, the approval
of the club officers.
3.) Proposed amendments will become effective following approval of
two-thirds majority vote (2/3) of active members.
